Forty Clerks Scheduled To Be Excessed Receive Cancellation Notices

On September 4, 2012, 40 junior clerks in the Oakland Bid Cluster were advised that they were going to be excessed outside of their craft/installation. However, due to attrition, they were notified on February 6, 2013, that the excessing event had been closed and that they would remain in the Oakland installation.

In March 18, 2013, Postmaster General Patrick R. Donahoe will be speaking at The National Postal Forum in San Francisco in Mascone West at 10:00am. The Save The Peoples Post Office Coalition along with APWU, NPMHU, and NALC locals will join in a rally starting at 9:15am, to welcome PMG Donahoe to San Francisco. Customers will welcome him also.

NTFT Duty Assignments and Required Overtime

The CBA Memorandum regarding Non-Traditional Full-Time (NTFT) Duty Assignments, Overtime Rule 1, prohibits management from requiring full-time career clerk and motor vehicle craft employees who are not on the Overtime Desired List (ODL) and are in an installation with employees working NTFT duty assignments in the same Functional area, to work overtime except in an emergency. Accordingly,  all clerk and motor vehicle craft employees who are assigned to the Oakland P&DC (a Function 1 Mail Processing area), regardless of tour or section, should not be required to work overtime except in an emergency. In the motor vehicle craft, employees may also be required to work overtime in the event of unforeseeable circumstances (e.g., PVS drivers stuck in traffic, weather conditions).

An emergency is defined as “an unforeseen circumstance or a combination of circumstances which calls for immediate action in a situation which is not expected to be of a recurring nature.” (Article 3, Emergency Situations, CBA)

If you are a non – ODL  Oakland P&DC clerk or motor vehicle craft employee, and have been required to work overtime and an emergency situation did not exist, you should contact you steward.

It took over 4000 documents and 3 days of hearing for the parties to present their cases. After the parties have presented their post hearing brief to the arbitrator, a decision should be issued in approximately 60 days.
