NTFT Duty Assignments and Required Overtime

The CBA Memorandum regarding Non-Traditional Full-Time (NTFT) Duty Assignments, Overtime Rule 1, prohibits management from requiring full-time career clerk and motor vehicle craft employees who are not on the Overtime Desired List (ODL) and are in an installation with employees working NTFT duty assignments in the same Functional area, to work overtime except in an emergency. Accordingly,  all clerk and motor vehicle craft employees who are assigned to the Oakland P&DC (a Function 1 Mail Processing area), regardless of tour or section, should not be required to work overtime except in an emergency. In the motor vehicle craft, employees may also be required to work overtime in the event of unforeseeable circumstances (e.g., PVS drivers stuck in traffic, weather conditions).

An emergency is defined as “an unforeseen circumstance or a combination of circumstances which calls for immediate action in a situation which is not expected to be of a recurring nature.” (Article 3, Emergency Situations, CBA)

If you are a non – ODL  Oakland P&DC clerk or motor vehicle craft employee, and have been required to work overtime and an emergency situation did not exist, you should contact you steward.
